Liberty Union H.S. District has an outstanding program for students who are learning English. We have about 550 students with over 50 different home languages enrolled in our District. Most of our students are enrolled from our feeder schools or from other districts and have been in the US for several years.

Mission Statement:

The Liberty Union High School District is committed to focusing its resources on the achievement of academic and personal success for all students. Schools will develop students' ability to think critically, make rational decisions, communicate effectively and act responsibly. Introduction:

The purpose of this District English Learner Advisory Committee(DELAC) handbook is to provide committees with the tools and resources they need to become effective leaders and thus improve student achievement. It is intended as a guide for principals, staff, students, parents, and community members so that they may work more effectively together in advising and assisting school officials in making important decisions related to services and programs for English learners.

 

This document is an operational guide to facilitate meaningful and compliant stakeholder engagement in support of achievement for English learners.

 

What is the District English Learner Advisory Committee?

A district is required to form a DELAC if it has 51 or more English learner students. The committee is comprised of school staff, parents of English learner students, other parents and community members who are interested in English learner programs. At least 51 percent of the committee must be made up of parents of English learner students who are not employed by the district. DELAC members are elected by ELAC members at school sites.

 

Purposes of the DELAC:

The purpose of the DELAC is to advise, not govern, English learner services and programs offered by the district. As an advisory group, DELAC member duties include:

·      Development of a district master plan for education programs and services for English learners. The district master plan will take into consideration the school site master plans.

·      Conducting a district wide needs assessment on a school-by-school basis.

·      Establishment of district program, goals, and objectives for programs and services for English learners.

·      Development of a plan to ensure compliance with any applicable teacher and/or teacher aide requirements.

·      Review and comment on the school district reclassification procedures.

·      Review and comment on the written notifications required to be sent to parents and guardians.

·      If the DELAC acts as the English learner parent advisory committee under California Education Code Sections 52063(b)(1) and 52062(a)(2), the DELAC shall also review and comment on the development or annual update of the Local Control and Accountability Plan (LCAP).*

 

DELAC Composition

English Learner Parent Members:

·      Each district with 51 or more English learners, regardless of language, must form a functioning district English learner advisory committee (DELAC) or a subcommittee of an existing district wide advisory committee.

·      Each school English Learner Advisory Committee (ELAC) must have the

opportunity to elect at least one member to the DELAC.

 

Responsibilities

·      Committee members will be trained in regard to their roles and responsibilities and will be kept apprised of issues, policies, and information that relate to EL programs.

·      DELAC members representing individual schools will act as liaisons

between the DELAC and their respective ELAC.

·      The DELAC representative will present information received at the DELAC to the ELAC.

The following sample schedule represents the required topics to be covered by the ELAC and is typically in alignment with SSC guidelines. Feedback from ELAC should be discussed at each SSC meeting with a standing agenda item.
